This report presents the results of an assessment on the context of national health financing in Uganda—including current financing policies and practices, as well as health financing reforms proposed and in development—to understand the implications that such mechanisms may have on RMNCH services. The assessment employed a combination of desk review, key informant interviews, and secondary data review to gather data on challenges and opportunities related to RMNCH financing. The assessment team met with key informants at national level, and with district health management teams (DHMTs) and facility staff in two districts, Kaliro in East-Central region and Mbarara in Southwest region.
