Randy Willard
Finance and Operations Director (Jhpiego)
Mr. Willard has more than 25 years of experience in international development, much of it based outside of the United States working on USAID-funded programs. He comes to Jhpiego from the position of Director of Finance and Administration on the five-year, $32 million, USAID-funded Santénet2 project in Madagascar. The project’s total funding amount belies its high level of complexity, with four large US-based subcontractors and 13 local organizations receiving substantial grants under contracts. Mr. Willard led a two-year intensive capacity building initiative with 12 local sub-grantee organizations, leading to installation and training on new accounting software and elaboration of customized comprehensive policies and procedures manuals for each organization.
As Project Director for World Learning’s Grants Solicitation and Management project (GSM – FlexFund, Washington, DC) and acting Community Development/Technical Director of CAPII (Kirkuk, Iraq), implemented by ACDI/VOCA, Mr. Willard designed and carried out successful grant-making and financial monitoring tasks under both Core and Field Support funding. Under the GSM project, grants were made to both small and large US-based PVOs and local organizations. The design of grants solicitation mechanisms included substantial organizational assessment and design of financial management assessment and evaluation tools.
As Chief of Party for the USAID/OTI-funded grants/capacity-building project in Afghanistan, Mr. Willard oversaw the financial management and technical operations, including substantial construction and procurement tasks related to the award and management of 100 fast-track/high-impact individual grants.
His career includes numerous financial management/capacity building long-term assignments in many countries working on USAID-funded projects, including: Egypt (NGO Service Center); Romania (DEMNET); Uganda (HIV Prevention and Control); and Sudan (Public Health/Medical – Ethiopia Famine). He also served as Financial Controller at World Learning’s headquarters for four years.
